They are unevenly di stributed: some processes carry more than 20 rules\, others only one. Seve ral rules are also chained\, so the rating of one indicator mechanically c onstrains another.\nAssessors do not work from memory\; they consult the G uidelines. Even so\, applying the relevant rules completely and consistent ly under time pressure is a different task from knowing them.
